I’m guessing that your in New York, right?? So owning a quaker there is not illegal. And yes their are quakers in the wild there that escaped from a shipping crate (so the legend goes….) at JFK airport in the 1960’s. They were being shipped here from argentina, where they are deemed a pest. People in the United States wanted them as pets.
As for the band if it has a state abbreviation, three letters and three numbers it possibly was bred by a breeder and was a pet at one time. The state of new york may go around banding them…I’m not sure. You’d have to call your wildlife deparment to find that out.
If it was wild, I have a feeling it probably would have done more than just nip at you. Quakers are naturally fiesty little birds. Soooooo many of them get loose every year. I am hazarding a guess that this is what happened with yours.
Once a wild colony of quakers gets so big, a few branch off to form another, what is called a “satillite” colony. We have one in Rehobeth Deleware, about an hour and a half from our house. The first reported sightings of quakers were at the brooklyn college..where they still reside today. Their was a huge stand off in 1973 on Riker’s Island, where state officials tried to irradicate the little parrots. But the parrots had dissapeared…..now they are quite established in washington, new york, new jersey, illinois, texas, and florida (other states too like conneticut and deleware).
good luck with your new buddy…they are the most AWESOME little birds. They have the best personalities!!!
